State legislatures increasingly hold the keys to the civil rights of America’s citizens. Voting, reproductive freedoms, economic rights, the right to carry firearms, and other individual rights have more and more been the subject of federal court deference to the states.
In addition, state legislatures usually create the legislative districts for each state - and when they gerrymander the districts, states can end up with badly skewed legislatures that don't represent the voters' choices.
